I know it seems like a dream world where you can set up the whole yard before you have plants. After all, you are going to want to start your plants because they take a couple years to establish. That couple years will go A LOT better if you are not trying to finish up your yard while working around the plants.
That, and especially in the NorthEast US there are very limited resources for hop growers, including skilled labor. If you are going to be making this huge investment do your research, take your time, and do it right. It will pay off down the line.
