Turns out the 83 can pull the VT in road gear. What actually happens after you reach a certain speed (14.5 MPH) is the VT will begin to skate along the ground, meaning it gets easier to pull by the tractor, but it's unrealistic to operate at that speed as the VT will bounce pretty violently if you don't reduce your speed.
