You can set your starting income high enough to afford any vehicle from the start. To open the Easy Dev Tools menu, press 'F12'. To purchase a vehicle, go inside the local dealership (you can also instant travel to this location from the map), walk up to the counter, and press 'R'. There will be a special tab on the sidebar for modded vehicles. Any new vehicles you purchase will appear directly outside the dealership.)
